North Korea's new leaders lash out at South Korea and allies (Reuters)

SEOUL (Reuters) ? North Korea sounded a bellicose note in its first communication with the outside world since the death of leader Kim Jong-il, saying its confrontational stance against South Korea would not change and labeling its opponents "foolish."

Since Kim Jong-il died on December 17, the outside world has been watching to see whether his son Kim Jong-un, aged in his 20s, would stick to its hardline "military first" policies that have seen the isolated nation move closer to nuclear weapons capacity.

"On this occasion, we solemnly declare with confidence that foolish politicians around the world, including the puppet forces in South Korea, should not expect any changes from us," a broadcaster on state television said on Friday.

She was reading a statement from the National Defense Commission, the top body in the militarized and impoverished state under Kim Jong-il.

In a break from the black mourning clothing worn since Kim Jong-il's death, the broadcaster wore dark red clothes and almost shouted her defiant message.

North Korea has a long history of using bellicose phrases against the South, especially since the conservative government of Lee Myung-bak took office in 2008 and ended a policy of engagement with the North.

It has threatened to turn the South's capital Seoul into a "sea of fire" on numerous occasions and repeated that rhetoric again on Friday.

"We will never engage with the Lee Myung-bak administration," said the announcer.

"The sea of bloody tears from our military and people will follow the puppet regime until the end. The tears will turn into a sea of revengeful fire that burns everything."

In 2010, the North launched an artillery barrage that killed South Korean civilians for the first time since the end of the Korean War in 1953. It was blamed for sinking a South Korean warship earlier that year, although it denies it did.

Little is known of Kim Jong-un, who had been groomed for government since 2009.

He has been dubbed "Supreme Commander" in North Korea and is expected to rule with the aid of key figures like his uncle Jang Song-thaek, at least in the early stages of the power transition.

"Expecting any change from the North on our part would be foolish," said Chung Young-tae, an analyst at the Korea Institute of National Unification in Seoul, a government think-tank.

South Korea's government did not formally respond to the comments from the North.

NUCLEAR CAPACITY

Under Kim Jong-il, who died earlier this month aged 69, North Korea conducted two nuclear tests and a top observer of its nuclear program said this week the country may only be a few years away from developing a nuclear tipped missile.

Few however expect the North to launch a full scale attack on South Korea. Pyongyang's main backer, China, has repeatedly urged a "peaceful" solution on the Korean peninsula.

Despite the freeze in official relations between North and South, the two sides held talks this year which North Korea leaked, embarrassing the government in Seoul.

North Korea needs food aid from the government in Seoul as up to a third of its population is malnourished, according to the United Nations.

"These forms of messages have led to conversation before," said Chung.

Ashton Kutcher is flaunting a new woman -- and sources say he hooked up with her prior to splitting from wife Demi Moore last month.?

The actor, 33, spent Christmas in Italy with screenwriter Lorene Scafaria -- who, until recently, was dating "The OC" actor Adam Brody.

"Ashton started seeing her while each was in a relationship," says a source. Reps for both Kutcher and Scafaria deny this and tell Us "They're just friends."?

And it wasn't the first field trip for the duo --- on Dec. 9 and 10, they cozied up at Yellowstone Club ski resort (snowboarding and playing shuffleboard) in Montana. Kutcher's ex Moore, of course, announced their plans to divorce in late November following his revealed affair with a different woman, 22-year-old Sara Leal, in September.

MURPHY ? Murphy senior quarterback Seth Curtis has been named the NCPreps.com 1-A football player of the year.

London Olympics going for green

LONDON: The Lea is London's second largest river, though people living nearby would not have known that until recently because it was buried under millions of tonnes of rubbish. Now, it has been dug out and revived; fish are back in its water and ducks paddle on its surface.

For this, Londoners can thank the 2012 Olympics - and the promise that they will be the greenest Games the world has ever seen.

London won the Games partly because it said it would reduce, re-use and recycle in ways that would minimise the Olympics' effect on the planet.

It started with the greening of the site that was to be the home of the Olympic Park. An abandoned industrial estate in the East End suburb of Stratford, it was a scar on the face of the city, full of rubble from the Blitz, abandoned cars, tins of paint and industrial solvents. The mounds of garbage were as high as 15 metres above sea level, burying the original landscape.

The head of design and regeneration for London's Olympic Delivery Authority, Jerome Frost, says: "for many years, the river Lea was lost. Many people who lived here couldn't tell you where it was because the land around it was so built up with waste." The river runs north-south and flows down into the Thames, which flows east-west.

The work began with the demolition of 200 buildings and the removal of 1.3 million tonnes of waste. In most large building projects, the result would have been a million tonnes of garbage dumped somewhere else. Not this time.

Ninety-five per cent of the demolished material was re-used in new buildings. Two "soil-hospitals" on site used high-pressure steam to clean and recycle 80 per cent of 1.4 million tonnes of contaminated earth. Buying and cleaning up the site cost ?1 billion ($1.5 billion).

The land around the new Olympic buildings - including a stadium, velodrome and aquatic centre - has been transformed into a park. So that it would be ecologically stable, it was repopulated with native animals: 4000 newts, 300 lizards and 100 toads were released.

Gardeners took clippings from native trees and grew them offsite. They reseeded the landscape with grass and wildflowers.

The architects and engineers designing the buildings had the same brief to focus on sustainability. "The idea was excellence without extravagance," says Chris Jopson, of the architectural design firm Populous.

The stadium uses only one-third the amount of steel that went into Beijing's bird's-nest. That came at a price: the stadium was cut down partly by removing facilities including toilets from the main building and siting them on a concourse outside - a strategy that risks another kind of pollution problem.

This Games will have many more temporary structures than there have been in earlier ones. Two-thirds of bridges in the park will be removed when the Games are over, for example, because they will no longer be required to carry up to 500,000 people in a day.

For the temporary buildings, "73 per cent of materials disappeared when we applied rational strategies", says Julian Sutherland, director for sustainable development at Atkins, the design firm overseeing the temporary structures.

Much of the woodwork will not be painted, saving time and chemicals and allowing the wood to be recycled afterwards. Venues were designed for natural cooling so only 14 per cent will be air-conditioned. Much of the seating will be rented. The stadium and the aquatic centre will be cut down by thousands of seats after the Games to make them a comfortable size for community use.

The London Organising Committee for the Olympic Games has estimated the carbon footprint at 400,000 tonnes of CO2 equivalent, using a new tool that estimates the embodied carbon for materials looking at where they came from, how they would be transported and whether they could be re-used.

"We wanted to re-set the benchmark for [green] performance for the construction industry for any future massive urban redevelopment projects," Mr Sutherland says.

There has been a side benefit: the budget for the whole Olympics was ?8.2 billion ($12.6 billion) and it might now be done for as little as ?7 billion, depending on the final cost of security measures. The green Games are also the frugal Games.

As predicted, sales in Japan for the 3DS crossed the four million unit mark before the end of the year, namely sometime between December 19 and 25. In total, the company has shifted 4,135,739 units in the country since the launch on February 26. Nintendo president Satoru Iwata earlier predicted the 3DS will find 4 million Japanese buyers sometimes in February next year.

Review: Streep can't save superficial `Iron Lady' (AP)

The same problems that plagued "La Vie en Rose," starring Marion Cotillard as Edith Piaf, exist in "The Iron Lady," a biopic about Margaret Thatcher starring Meryl Streep as the former British prime minister. While both films feature strong performances from strong actresses playing strong, real-life women, the scripts are weakened by going strictly by the numbers.

Sure, Streep reliably nails her impression of Thatcher ? that swoop of big `80s hair, the measured voice, the steely demeanor. Her impeccable ear for accents and detailed mimicry of mannerisms is well-documented at this point ? who better to play this role? And there's fire beneath the reserved exterior: The way she dresses down her deputy during a crowded cabinet meeting, for example, is just withering.

But the film from Phyllida Lloyd (who previously directed Streep in the giddy ABBA musical "Mamma Mia!"), based on a script by Abi Morgan ("Shame"), reduces this high-profile life to a greatest-hits collection of historic moments. It's a trap into which so many biopics tend to fall in trying to encompass everything. Here's Thatcher's first election to public office; there's her ascension to the prime minister's post, the first (and, so far, only) time a woman achieved that rank. Here's the Falkland Islands conflict, there's the Berlin Wall coming down.

Through it all, her beloved husband, Denis (Jim Broadbent), stood by her side, until ? and after ? his death. One of the more facile and repetitive narrative devices in "The Iron Lady" features the aged, fragile Thatcher seemingly talking to herself when in reality she's speaking to her deceased husband, a symptom of the dementia that's gnawing at her once-formidable brain. (Thatcher herself is now 86 years old.) This inevitably sets up a flashback to one of the aforementioned historical events. You just know that if Thatcher is by herself in her lonely, empty home, Denis will pop up to amuse and cajole her, if only in her imagination. It happens so often you can predict it, which erodes its emotional impact and the deep sense of loss it's meant to convey.

"The Iron Lady" focuses more on Maggie the woman and only superficially explores her global political influence; the inclusion of archival footage makes the film feel especially cursory. As it traces her rise from grocer's daughter and young wife (when she's played by Alexandra Roach) to titanic, divisive figure, it pays a great deal of lip service to the importance of public service but leaves you feeling dissatisfied. You never truly get a chance to learn what motivated and drove her, especially given the gender gap she had to cross. And the idea that her family relationships suffered as a result of her political aspirations is something that's hinted at in passing and glossed over, rather than explored.

And yet, there is Streep, in an array of prim blue suits and those ever-present pearls. But even the greatest actress of our time can only do so much when the figure she's playing just isn't on the page.

"The Iron Lady," a Weinstein Co. release, is rated PG-13 for some violent images and brief nudity. Running time: 105 minutes. Two stars out of four.

Washington, D.C. (TADIAS) ? The 8th annual joint holiday celebration of Genna (Ethiopian X-mas) and Kwanaza, a nonreligious holiday honoring the legacy of African American life, will be held on Monday, December 26th in Washington, D.C.

According to organizers this year?s activities include a special appearance by the current Miss Africa USA, Ghyslaine Tchouaga of Cameroon, and traditional performances by the African Heritage Dancers and Drummers, as well as food, drinks, music and a candle lighting ceremony.

Kwanzaa, a Swahili word, is a week-long celebration with each day of the week dedicated to one of seven principles: umoja (unity); kujichagulia (self-determination); ujima (collective work and responsibility); ujamaa (cooperative economics); nia (purpose); kuumba (creativity); and imani (faith). All are based on values prevalent in African cultures.

?The objective of the event is to establish unity and a working relationship to fight poverty which is rampant in both communities,? said Tamrat Medhin, Founder of Little Ethiopia DC, one of the organizers of the event.

Eric Schmidt: High-quality Google Tablet Coming in Six Months

Soon Google could show tablet makers like ASUS, HTC, Lenovo, and Motorola how a real?Android tablet is made. During an interview with an Italian newspaper this week, Eric Schmidt, Google?s Executive Chairman, mentioned plans ?to market a tablet of the highest quality?.

The idea sounds similar to Google?s Nexus line of smartphones. Google typically helms the designs of those devices, and the final products are usually treated as the ideal pairing of hardware with Android software.?

In 1993 Ethiopia and Eritrea agreed a mutual and happy divorce. The good vibes didn?t last; they became bitter enemies and fought after it happened.

In 1991, after the Siad Barre regime was overthrown, Somalia plunged into chaos. A few years later Puntland hived itself off as a semi-independent nation. Somaliland too jumped ship. Unlike Puntland, which is open to joining a future, peaceful Somalia federation or confederation, Somaliland is determined to be independent.

In February this year, South Sudan voted by nearly 100 per cent to secede from Sudan, and in July formally became Africa?s newest country. That is four major border remakes in less than 20 years. How many new countries have arisen in the rest of Africa as a result of a break-up of existing countries (Saharawi Republic doesn?t count)? ZERO!! Precisely because secessionist and breakaway demons roam the wider East Africa, the feeling is that over the next 20 to 50 years, we shall see more nations breaking up or being swallowed as others grow.

For anyone interested in the future borders of what is sometimes called the Greater Horn of Eastern Africa (GHEA) ? comprising Eritrea, Djibouti, Ethiopia, Sudan, South Sudan, Kenya, Uganda, Tanzania, Burundi, Rwanda and DR Congo ? two studies are recommended. The first is a popular piece of work ?Fluid Borders: Integration, Federation, and Fragmentation?, by the Society for International Development (SID) which was published in its journal Greater Horn of Eastern Africa Outlook (November 2010).

The second was by one of Africa?s leading border experts, Wafula Okumu, who now works with the African Union?s Border Programme. His ?Resources and borders disputes in Eastern Africa?, published in the July 2010 issue of the Journal of Eastern African Studies is a fascinating look at how Africa?s borders were made. Okumu argues that contrary to the dominant view, not all colonial borders were arbitrarily drawn. There was a lot of logic to the madness. Colonial powers, according to Okumu, drew borders on the basis of some cold logic; to secure known mineral wealth, and to control rivers and lakes ? one reason why natural features became border makers.

Secondly, he argues, after the British were routed in the Second Anglo-Boer war, they studied the reasons for their defeat and reached the kind of conclusion African generals and politicians wouldn?t ? they lost because of the poor quality and lack of detailed maps for the British military. They formed the Colonial Survey Committee to draw up maps of Africa ? and the exercise was largely done by the military. ?To the military, a map of features could be more important than a detailed and accurate demarcation of a boundary,? he writes. But one of the most eye-popping gems in the articles, is the citation that, ?For all of Africa, only 200,000 square miles of territory had been surveyed in detail by 1914, when some 3.8 million square miles remained unexplored by Europeans.?

I?ll dwell on two of the many implications that can be drawn from this. First, because the focus of colonial borders was more on dividing up mineral and natural resources, it can be expected that future border conflicts in Africa ? as both the GHEA Outlook and Okumu note ? will come from disputes over resources. Secondly, because most African borders were based on a military and resource logic, not much social engineering went into them. We can confidently predict, therefore, that a future cultural remake of our borders is inevitable.

There is, for example, talk among Luo revivalist nationalists in northern Uganda, northeast DR Congo, South Sudan (and indeed Kenya) of the re-creation of a greater Lado Republic (in 1912 the Lado Enclave stretched from Sudan to a large part of northern Uganda). This would see bits of northern and northeastern Uganda and South Sudan forming a big Luo nation.

In Rwanda during the war that eventually ended after the 1994 genocide, in which over one million people were killed, at one point there were Tutsi hardline purists in the rebel Rwanda Patriotic Front who were pushing for a ?two-state? solution; a Tutsi one in the east, where they would never have to endure torment by the majority Hutu, and a Hutu one in the rest of the country. The idea was eventually discredited. In Kenya, apart from the Somali secessionists in the northeast, in more recent times a secessionist movement has emerged in the Coast. This would be a kind of Swahili-Arab East African Republic that, according to some of its militant advocates, would include Zanzibar Island ? which would swim away from mainland Tanzania.

There was a time when Uganda?s President Yoweri Museveni was wont to talk about an East and Central African mega state built on the basis of ?Bantu commonality?.

One country that must be lucky to still be in one piece is DR Congo. Ten years ago there was a real fear that the vast and rich, but thinly and badly governed country, would be carved up into at least three. One, to the southeast, would be a Rwanda dominion, probably controlled by the Banyamulenge. The other to the east would be run by a Ugandan puppet regime. And the West would be left to the dominant Kinshasa elite.

On the other hand, closer home, Tanzania is thought by some observers to have become ?too big? for the ruling Chama cha Mapinduzi (CCM) to manage ? or that the country can be managed easily, but CCM has become too unimaginative for the task. And that as its hold on power slips in the year to come, Tanzania could be vulnerable. All these and more scenarios could still come true. However, the exact forces that could determine this are likely to play out from what we can foresee today.

We think borders are likely to be remade out of a dire need to survive. Countries threatened with extinction because they have run out of water or energy, will have little choice but to attack those that have a lot of it ? and secure future supplies through conquest.

The GHEA Outlook and Okumu did not, for understandable reasons, examine what countries that achieve technological superiority might do to turn it to their advantage. Some GHEA countries might fail as states, while others will succeed as powerful democracies, redistributing power and conferring the ability to redraw borders on the successful ones. Within the next 30 to 50 years, East Africa borders could be very different.

Satellites find supply falling mostly due to agriculture

SAN FRANCISCO ? Groundwater levels have dropped in many places across the globe over the past nine years, a pair of gravity-monitoring satellites finds. This trend raises concerns that farmers are pumping too much water out of the ground in dry regions.

Water has been disappearing beneath southern Argentina, western Australia and stretches of the United States. The decline is especially pronounced in parts of California, India, the Middle East and China, where expanding agriculture has increased water demand.

?Groundwater is being depleted at a rapid clip in virtually of all of the major aquifers in the world's arid and semiarid regions,? says Jay Famiglietti, a hydrologist at the University of California Center for Hydrologic Modeling in Irvine, whose team presented the new trends December 6 at a meeting of the American Geophysical Union.

Famiglietti and his colleagues detect water hidden below the surface using the modern equivalent of a dowsing rod: a pair of car-sized satellites, nicknamed Tom and Jerry, that are especially sensitive to the tug of gravity from below.

As the spacecraft chase each other around the planet like their cat and mouse namesakes, they are pulled apart and pushed together by areas of higher or lower gravity. Mountains and other large concentrations of mass have a big, obvious effect that?s consistent from month to month. But water moves around over time, creating small gravity fluctuations that the satellites? orbital motions respond to.

It takes a lot of flow to noticeably change the distance between the satellites. After subtracting the contributions of snowpack, rivers, lakes and soil moisture, scientists can detect changes in groundwater greater than a centimeter over an area about the size of Illinois.

This joint mission between NASA and the German Aerospace Center ? called the Gravity Recovery and Climate Experiment, or GRACE ? has been creating monthly snapshots of global groundwater since 2002. The trends now identified in this data help fill in monitoring gaps and confirm problems in places where official groundwater information is unreliable or nonexistent.

?GRACE is very good for areas of the world where we don?t have good ground observations,? says Marc Bierkens, a hydrologist who studies groundwater at Utrecht University in the Netherlands.

China, for example, has been shown to underestimate groundwater use. The country lacks the nationwide network of monitoring wells found in the United States. GRACE?s measurements suggest that water levels have been dropping six or seven centimeters per year beneath plains in the northeast.

In some areas, short-term climate variability may be to blame. For example, the plains of Patagonia in Argentina and areas across the southeastern United States ? areas that have been hit hard by droughts ? store less groundwater today than they did in 2002.

But there?s little doubt as to what?s behind the biggest drops: farming. An agricultural boom in northern India has helped to squeeze nearly 18 cubic kilometers of water from the ground every year (SN: 9/12/09, p. 5). That?s enough water to fill more than seven million Olympic swimming pools. And in California?s Central Valley, which supports about one-sixth of the nation?s irrigated land, the ground has been sinking for decades as landowners drill more wells and pull out almost 4 cubic kilometers of water per year (SN: 1/16/10, p. 14).

?People are using groundwater faster than it can be naturally recharged,? says Matthew Rodell, a hydrologist and GRACE team member at NASA?s Goddard Space Flight Center in Greenbelt, Md.

Agricultural pressures are particularly worrisome in places like the Middle East, another hotspot on the new GRACE map. Water pumped out of the Arabian aquifer beneath Saudi Arabia and surrounding countries today fell as rain thousands of years ago. Once this fossil water disappears, there?s little new rainfall to replenish it. ?

Climate change will only worsen the problem, says Famiglietti. Precipitation patterns are becoming more extreme, increasing the severity of droughts. Wet areas are also becoming wetter and dry areas drier, which may accelerate declines in groundwater in some places over the coming years.

But even as the researchers sound the alarm, they don?t know how loud to crank up the volume. GRACE reveals only changes in groundwater. It doesn?t divulge how much water is left.

?We don?t really know how stressed the world?s largest aquifers are,? says Sasha Richey of the University of California Center for Hydrologic Modeling.

Some reservoirs, like the giant Nubian Aquifer that underlies North Africa, may be large enough to meet demand for centuries. But few reliable estimates exist of the amount of groundwater stored in the world?s aquifers.

Despite the uncertainties, Leonard Konikow, a hydrogeologist at the U.S. Geological Survey in Reston, Va., says that water use has become unsustainable in many places. Better irrigation systems that use less water could help to curb the problem, he says. So could channeling water during especially wet periods into aquifers instead of letting it run off into the ocean.

?There are too many areas in the world where groundwater development far exceeds a sustainable level,? says Konikow. ?Something will have to change.?

Holy Night

Although there is no exact demarcation as to the genesis of this odd holiday, the renowned Talmudist Rabbi Samuel Eides (commonly known as the Mahrasha in Torah circles) observed Nittel Nacht as early as the late 1500s. The Baal Shem Tov, a famous Jewish mystic and the founder of Hasidism, popularized the holiday in the 1700s. Many rabbis after him added on their own special rules. By the mid-1900s, when Judeo-Christian relations matured, the Christmas Eve customs fell mostly by the wayside as the Jewish community wanted to show their support for their Christian neighbors. While there are still some Orthodox groups that observe Nittel Nacht, these are not widespread customs among modern Jews. Indeed, in doing research for this article, I found that asking for information on Nittel Nacht was sort of equivalent to asking for directions to the nearest Freemasonry.
