Investors look to Fed for further clues on rates

WASHINGTON (AP) ? When the Federal Reserve offers its latest word on interest rates this week, few think it will telegraph the one thing investors have been most eager to know: When it will slow its bond purchases, which have kept long-term borrowing rates low.

The Fed might choose to clarify a separate issue: When it may raise its key short-term rate. The Fed has kept that rate near zero since 2008. It's said it plans to keep it there at least as long as unemployment remains above 6.5 percent and the inflation outlook below 2.5 percent.

Unemployment is now 7.6 percent; the inflation rate is roughly 1 percent.

Chairman Ben Bernanke has stressed that the Fed could decide to keep its short-term rate ultra-low even after unemployment reaches 6.5 percent. Testifying to Congress this month, Bernanke noted that a key reason unemployment has declined is that many Americans have stopped looking for jobs. When people stop looking for work, they're no longer counted as unemployed.

If that trend continues, Bernanke said that lower unemployment could mask a still-weak job market and that the Fed might feel short-term rates should stay at record lows.

In the statement the Fed will issue when its two-day meeting ends Wednesday, it could specify an unemployment rate below 6.5 percent that would be needed before it might raise its benchmark short-term rate. It might also say that it won't raise that rate if inflation remains below a specific level.

Investors would react to any such shift in the Fed's guidance. Financial markets have been pivoting for months on speculation that the Fed will or won't soon slow its $85-billion-a-month in Treasury and mortgage bond purchases. Those purchases have led more consumers and businesses to borrow, fueled a stock rally and supported an economy slowed by tax increases and federal spending cuts.

The Fed has signaled that it might slow its bond buying as soon as September ? if the economy has strengthened as much as the Fed has forecast. If not, the Fed would likely maintain its stimulus.

On Wednesday, the government will report how fast the economy grew in the April-June quarter. Most economists predict an annual rate of barely 1 percent ? far too weak to quickly reduce unemployment. Most think the growth is picking up in the second half of the year on the strength of a resurgent housing market, stronger auto sales, steady job gains and higher pay.

Many economists think the key goal of the Fed's policy discussions Tuesday and Wednesday will be to stress that the Fed's actions in coming months will hinge on how the economy fares, not on any timetable.

Some economists think the Fed will be mindful that the Dow Jones industrial average sank more than 500 points in two days after it met in June and Bernanke said the Fed would likely slow its bond-buying this year and end it next year because the economy was improving.

"The Fed is going to try to calm things down," said Brian Bethune, an economics professor at Gordon College, in Wenham, Mass.

Last month, in what was likely his last economic report to Congress, Bernanke said that even after the Fed has begun slowing its bond purchases, its policymaking will keep lending costs down. Besides keeping its short-term rate low, Bernanke stressed that the Fed will maintain its vast investment portfolio ? which exceeds $3.4 trillion ?to help keep long-term borrowing costs down.

Some economists still think the Fed will start trimming its bond purchases at its Sept. 17-18 meeting. Unlike this week's meeting, the September meeting will be followed by a news conference in which Bernanke could explain the actions.

Diane Swonk, chief economist at Mesirow Financial, said she believes September is a likely time for the Fed to scale back its bond buying. Yet she doubted it will do anything this week to signal that possibility.

"The less said right now, the better" for financial markets, Swonk said.

David Jones, chief economist at DMJ Advisors, said he still thinks the Fed will start trimming its bond purchases gradually starting in September. But he thinks that date could slip if the economy doesn't strengthen over the next two months. Other economists think the Fed may prefer to wait until after September to trim its purchases to make sure the economy is sustaining its gains.

The Fed's moves to reduce its bond purchases will likely occur just as it will be managing a transition to a new leader. Bernanke is widely expected to step down when his second four-year term as chairman ends Jan. 31.

Vice Chair Janet Yellen is viewed as a leading candidate to replace Bernanke, though former Treasury Secretary Lawrence Summers and others have also been mentioned.

Should You Finance a Car or Pay Cash? - AutoFoundry

Whether to finance a car or always pay cash is an age-old question. Today, more than 70% of consumers finance their vehicles. They choose to do so because they either a) don?t have the cash to purchase a vehicle outright, or b) would rather keep the cash they have in savings, and spend more in the long run for the convenience of monthly payments. If you can pay cash for your next car, you have to ask yourself if you should. There are good points on both sides, so let?s look at them so that you can make an informed decision.

Cash

The cash-only pundits point out that paying cash saves you money. That savings comes from the interest that you do not have to pay on a loan. Here are other pros of paying with cash.

  • No monthly payment.
  • Only need liability insurance, which saves you money.
  • Possible to negotiate a lower price when paying cash (this depends on your haggling skills).
  • No worries about repossession if you lose you job.

Financing

The main pro of financing a vehicle is in the boost to your credit score you receive when you make your payments on time. Since FICO bases 35 percent of your credit score on payment history and another 10 percent on the types of credit that you use, a car loan can address a total of 45 percent of your credit score. That means that you can cause your score to jump greatly with one loan. Of course, that jump only occurs if you make on-time payments?at least twelve of them, preferably 18. You will find it extremely difficult to obtain a mortgage if you have never had an auto loan and at least one credit card, both with solid payment histories.

Another reason that people opt for financing is to keep their cash in savings. This does not save you money, because chances are you will pay more in total interest than you earn in interest from a CD or savings account. However, some people are simply more comfortable keeping their cash in reserves, and they are willing to pay a premium for this convenience. If you have great credit, then your interest rate might be so low that this won?t be as much of a concern. However, if your credit is less than prime, then financing a car could cost you thousands more than buying it with cash.

Badgers football position preview: James White, Melvin Gordon ready to roll at running back

It sounds almost heretical to suggest the University of Wisconsin football team could lose Montee Ball and be just as good ? and possibly better ? at running back this season.

But that?s the goal of senior James White and sophomore Melvin Gordon, who are undaunted by the challenge facing them.

?Whenever somebody leaves, or it?s the next year, you always try to be better than the year before,? White said. ?We have a lot of talent still here.?

?I?m definitely excited,? Gordon said. ?With Montee leaving, we have to step up. My teammates, they?re probably worried, Montee?s gone. But that?s how it is when great players leave.

?I want to show them, me and James and the running back group we have now can handle the load.?

The Badgers had one of the best running back groups in the nation last season. Ball?s 1,830 rushing yards ranked third overall, while White finished with 806 and Gordon chipped in 621, with a 10.0 average per carry.

Despite some early problems in the offensive line, the Badgers ranked 13th nationally in rushing, averaging 236.4 yards per game.

Ball was a Heisman finalist in 2011 and won the Doak Walker Award as the nation?s best back in 2012. He broke the NCAA?s career record for touchdowns (83), and ranks second in school history in career rushing yards (5,140) and third in career average per carry (5.6).

Running backs coach Thomas Hammock is the one responsible for making sure nobody lowers the bar with Ball gone.

?He?s pushing all of us pretty hard,? Gordon said. ?He wants us to be the best group in the nation. We were, I feel, one of the best groups last year and we want to continue that as long as I?m here, as long as (Hammock?s) here and whoever comes in.

?He knows how he has to coach us to get there. It?s not easy. It?s difficult, obviously, but it pays off on game days.?

Ball was the hardest worker in the group the past two years, and the rest fell in line. Now, it?s up to White to lead the way.

White?s approach was so focused in the spring, Hammock had a hard time finding things to criticize. Given what a stickler Hammock is for the smallest details, that?s saying something.

?I call him a pro,? Hammock said. ?He?s a consistent pro, in my opinion. He shows up for work, he knows his assignments, he knows his job, he knows the details and he takes it seriously.

?I?m sure I?ve yelled at him once or twice, but I can?t remember the last time I really got on him.?

White is not the most vocal guy, so he is doing everything he can to lead by example.

?A lot of guys look up to me,? he said. ?I can?t be slacking off during any drills, because people are looking at me to see how to work. Practicing hard each and every day, consistency, is the best way to go.?

Gordon is like a young colt, brimming with possibilities and itching to run. While he was effective last season running jet sweeps, he?s excited about getting more work at tailback.

?There?s a big difference, going from a guy who plays a certain number of plays, to trying to be ?the guy? of the program,? Hammock said. ?There are a lot of expectations.?

One positive sign was how Gordon fought through an ankle injury to play in the spring game.

?It didn?t slow him down mentally, which really was impressive to me,? UW coach Gary Andersen said. ?The day he came back ? he knew the offense. There weren?t missed assignments, which is a credit to him and his ability to prepare when he?s going through an injury.?

With redshirt freshman Vonte Jackson out for the year with a third torn ACL and junior Jeff Lewis moving to safety, freshman Corey Clement will be asked to step in right away as the third back.

Clement, from Glassboro, N.J., finished high school with 6,245 rushing yards, 34 rushing touchdowns and 90 total TDs. He rushed for 2,323 yards and 33 touchdowns as a senior.

One way in which this year?s backs compare favorably with almost any other year is in the speed department. Gone are the days when UW was known for power backs who were almost the size of offensive linemen.

?I think we?ll probably have the fastest backfield we?ve had at Wisconsin in quite a while,? White said. ?I think that will allow our offense to make a lot of explosive plays down the field in the run game and the pass game.

?We?ll be able to do a lot of things, put me and Melvin in the backfield at the same time. You never know who?s going to get the football.?

The new coaches didn?t use two tailbacks together much in the spring, but that doesn?t mean it has been scrapped after the success it had last season

Look for the backs to also be heavily involved in the passing game. Sophomore Derek Watt, the returning starter at fullback, led all off the backs last season with 12 catches for 150 yards. Catching more passes is another way for the backs to increase their overall impact on the game.

?I?ve been doing this for four years now,? White said. ?I?m well-rounded. I feel I can catch out of the backfield, block, run between the tackle, pretty much do anything they put me out there to do.?

Avoid The Pitfalls Of Buying A Fixer Upper - Maynas Eric

Most real estate buyers want information about the market that?s easy to understand and that actually informs them about the market?s conditions. If you are looking for information presented like this, then you came to the perfect place! This article provides several simple and effective tips in a structured format that is designed to enable you to quickly absorb the information.

Have a moderate approach when you negotiate while buying real estate. Lots of people try to be overly aggressive only to lose out in the end. You should be very adamant about the things you want, but you should let your lawyer negotiate for you.

If you?re going to relocate, research the prospected neighborhood of the desired property online. There is plenty of information available to you, even if you are thinking about moving to a small town. Look at things like average salaries, unemployment levels and travel times. See if the place is worker friendly and if you can make the area a viable place to build a career.

TIP! Don?t come on too strong in purchase negotiations. Many people get too aggressive so that they can get a great deal, and they end up overdoing it and losing it.

Exercise flexibility when making decisions. You might not have the financial resources to buy your dream house in your dream neighborhood, but you might have enough to choose one of the two. If you can?t find a home in the area you want, shop for one in a similar area.

Ask your Realtor for a checklist. Realtors often have a home-buyer?s checklist that includes everything you need to do or consider when buying home, from figuring out what you want in a house to finalizing a mortgage. You can use the various checklists to make sure you?re ready for every contingent as it comes up.

You have to have a thorough understanding of the terms of your mortgage whenever you are purchasing a home. You are less likely to be confused later if you understand upfront how the term of the mortgage influences the amount of the monthly payment and your total cost over the entire life of the loan.

TIP! Real estate agents should contact those who they have helped buy or sell a home once each year. If you stay in contact with them, you will be reminding them how much you helped them with the buying or selling of their real estate.

Plan out your questions before you have a chat with an agent in real estate. Some questions to consider is are you a buyer?s agent, a seller?s agent or a dual agent. Other questions include the average number of listings the agent carries and the average home prices. Regardless of the questions you ask, a good real estate agent will have ready answers to your questions. Make sure all questions are answered professionally.

Go online and check the registry for local sex offenders in the neighborhoods you are looking at buying in. You can do this quickly and easily, and it could keep your whole family safer in your new home. The information is publicly available and free to obtain. It is highly unlikely that any real estate agent would have knowledge of the sex offender status within a neighborhood, and if they do, you won?t find out about it. Research these things yourself.

TIP! Thanks to the Internet, it is easy to research a home and a neighborhood without stepping foot outside your current home. By browsing online, you will be able to find some great info about any town or county you?re interested in.

You do not want to buy a house with fireplaces in multiple rooms, unless you live in a very cold climate. Keeping up with fireplaces can be a pain, especially if you won?t be using them.

Assume that needed repairs are a given when you are considering purchased any foreclosed home. Many times these houses have been vacant for a while before they are up for sale, and you should assume that any regular maintenance was not completed. Foreclosed homes often will require HVAC systems installed, and may be infested with pests.

You always want to do a lot of research before you decide to buy any property. Do not jump on a deal because you believe the price is interesting. You will only end up losing money. So, investigate the history of any property that you are considering buying, as well as all aspects of the immediate vicinity.

TIP! Houses that need some ?tender loving care? are priced less. This allows you to save money up-front, and work on the house at your own rate over an extended period of time.

If you are looking to purchase some of or all of a building in order to open a business, make sure it is in a good neighborhood. Opening your business in a terrible neighborhood can prevent you from having a large client base. Talk to a professional to find the best locations.

When looking for a new home, don?t buy it for what it has inside it. Look for a home that is solidly built. If you just base your decisions on appearance, you risk overlooking serious problems that will be expensive to fix later.

When deciding to buy real estate, always take into account your goals. Determine early on if your goals are short term or farther on the horizon. If the investment does not match those goals, do not consider it. A lot of investors don?t do this due diligence and end up making poor investments.

TIP! If you have your eye on expensive piece of commercial property, get a reputable partner in on the investment. Qualifying for a large loan is more difficult for a single purchaser than a partnership.

Go for the home of your dreams. There is a controversy over whether this is the right time to buy and sell real estate; therefore, consider both sides before making a decision. You might want to buy your dream home now, housing prices will probably go up from here.

If you have a car and you are looking to buy a home, make sure there is significant parking in the area. If the home has no driveway, good street parking is essential. Without a good amount of parking near your house, you might have to park far away, and this can be troublesome in a number of situations.

Ask your new landlord who will take care of the yard and garden before you sign the lease. Some rentals will have the renter be responsible for yard clean up or garden work. Or, this might be included in the rent.

TIP! It is critical to thoroughly understand the terms of a mortgage loan when you purchase a home. Understanding how the mortgage term will affect your monthly mortgage payment, as well as how it will affect the total cost you will pay over the life of your loan, will help minimize later confusion.

In conclusion, we have provided you some of the most crucial aspects regarding buying real estate. We hope that you not only were able to learn something, but that you also will be able to successfully apply it. Follow our advice and you will be one step closer to being an expert in this subject.

Sony working on Gran Turismo movie

Sony is working on a feature adaptation of the best-selling video game Gran Turismo, several sources claim. It will be produced by Mike De Luca and Dana Brunetti, the same guys who'll transform Fifty Shades of Grey into a movie.

Gran Turismo is the single biggest franchise for PlayStation, with over 70 million copies sold around the world. The movie would join other popular racing-themed flicks such as Universal's The Fast and the Furious, not to mention the upcoming Need for Speed (DreamWorks) and Hot Wheels (Legendary).

A video made by Sony gives a taste of what the movie might look like:

Factory output puts brakes on China's growth

HONG KONG (CNNMoney)

HSBC said Wednesday that its "flash" index of manufacturing purchasing managers' sentiment fell to a eleven-month low of 47.7 in July, as new export orders slowed and output fell.

Slower growth in China's vast manufacturing sector, seen as an economic bellwether, could raise pressure on the country's policymakers to step in with stimulus measures.

"The lower reading of the July HSBC Flash China Manufacturing PMI suggests a continuous slowdown in manufacturing sectors thanks to weaker new orders and faster destocking," said HSBC chief China economist Hongbin Qu.

The factory slowdown is a major headache for policymakers in Beijing.

Earlier this month, the government reported that GDP slowed to 7.5% in the second quarter. Expansion at that pace would make most countries green with envy, but was among the slowest rates China has reported in the past two decades.

Related story: Economic slowdown tests China's leaders

China has more typically averaged growth of around 10% a year, a level of production that has propelled it up the list of biggest economies, generated wealth for its growing middle class and boosted global trade.

But many economists now say that China's economy relies too heavily on investment, a trend that has distorted the country's housing market and placed great emphasis on exports over consumption.

President Xi Jinping and Premier Li Keqiang are by all accounts determined to proceed with reforms, even if it means tolerating slower growth for now.

The key question of the moment is just how much the economy can slow before the government intervenes in a bid to support growth.

Related story: IMF cuts world economic growth forecast

Qu, the HSBC economist, said that the latest manufacturing data indicates that the labor market is coming under pressure -- something Beijing might not be willing to tolerate for long.

"As Beijing has recently stressed, to secure the minimum level of growth required to ensure stable employment, the flash PMI reinforces the need to introduce additional fine-tuning measures to stabilize growth," Qu said. To top of page

The Biggest Threat To National Security Is The ... - Business Insider

How did we destroy Iranian nuclear facilities? With a thumb drive. And how did Snowden allegedly smuggle out the blueprints to the NSA? With a thumb drive.

No, it wasn't by some ultra secretive means of super-complex cyber code writing and cloud encryption by which good ol' Eddy breached America's security in arguably the most secure compound on the planet ? nope ? he simply walked in with a thumb drive, downloaded the NSA, and walked out.

Carl Weinschenk?of IT Business Times breaks down how bad a threat flash drives can be:

The U.S. Department of Homeland Security ran a test in which staffers dropped flash drives in the parking lot of government and contractor buildings. Sixty percent of folks who picked them up simply plugged them into networked computers. That percentage jumped to 90 percent if the drive had an official logo.

(emphasis ours)

Here and America thought it was so smart when it got an "unsuspecting" Iranian scientist to plug a flash drive into nuclear networks.

The Washington Times breaks down the threat further by reminding everyone that a "number of commercially available programs can switch off the?USB port?of every computer on the network."

Pretty easy, huh?

NSA?officials ?were laying down on their job if they didn?t disable the?USB port,? an unnamed government IT the specialist told the Washington Times, referring to the small socket on the side of a computer where thumb drives are plugged in.

Organizations, whether they're public or private, have had difficulty enforcing Bring Your Own Device security measures now for a number of years.

Certainly there are places in government buildings where there are NO recording devices or storage devices allowed under ANY circumstances.

Regardless, Snowden managed to get one in and get one out.

So, if the difference between having an international incident of grave consequences to national security and not having one is shooting down to Best Buy for some simple software ... then shouldn't we just get the software?

Or, as the IT professional who talked to the Washington Times pointed out, "I have seen places where they used a hot glue gun to block [USB ports]."

Back to school: How to save money on clothes

Back to school sales are already starting to crop up at may retailers, even though it's the middle of summer. Here's how to make the most of this year's back to school sales.?

Summer vacation may still be in full-swing, but many retailers are already rolling out the first?back-to-school sales?of the season. Everyone knows that gearing up for a new school year means buying copious amounts of paper and pencils, but the?best?part about going back is the chance to re-stock a student's wardrobe! (Preferably with items that?don't require an iron.) Whether you're a parent or a student, we're here to help you find the best sales on back-to-school clothes.

Typically most of these discounts pop up in August, but last year back-to-school clothing sales began in mid-July and kept appearing until the second week of September. We analyzed the data from last year's sales at teen and college-age apparel stores during this time-span, and we've broken down the results below so you can know what to look forward to with this year's sales.

The Early Bird Gets the Jeans on Sale

The back-to-school staple that will find its way into just about everyone's shopping cart is a few good pairs of jeans. Itching to get your hands on some new denim? You're in luck! Our research revealed that the best time to pick up a pair of jeans on sale is right now. From mid-July to mid-August last year, we saw sales that took up to 80% off?Lucky Brand, up to 70% off?Lee, and an extra 30% to 40% off?Levi's?jeans on multiple occasions. After the mid-August mark, discounts dropped off sharply and the sales were spaced much wider apart, so be sure to take advantage of those earlier sales.

Summer Clearance Sales, Hot New Wardrobe

While back-to-school clothing sales include a plethora of fall-friendly styles, they also push steep discounts on summer apparel that retailers are eager to get rid of before the change of season. This often translates into a deal hunter's favorite situation: extra discounts on clearance merchandise! And as every deal-savvy fashionista knows, summer apparel can actually be worn year-round, if you choose the right items and accessorize properly, so it's a great opportunity to save on new clothes for your kids.

Our data indicates that August and early September is the perfect time to make a killing on clearance duds. Last summer, we saw multiple instances where?Abercrombie & Fitch?took an extra 50% off its clearance apparel, and?American Eagle Outfitters?and?Aeropostale?both cut an extra 30% to 40% off clearance items during this period.

Of course, you can't solely stock a fall wardrobe with apparel from last season. In the coming weeks, we're also going to see back-to-school sales on new styles for autumn and winter. In all the excitement, it's easy to forget that many of these retailers will have?coupons that stack?with ongoing sales. In fact, stores like?Gap,Old Navy, and?Banana Republic?always have?some kind of sitewide percent-off coupon. Therefore, it pays to search around for a discount code before buying, or to patiently wait for a promo to pop up, so that you can maximize your savings. Last year, we saw coupons with discounts ranging from 10% to 30% off sitewide at these Gap Inc. stores, but keep in mind that such discounts will only last for a few days at most; if you see a big sitewide coupon that stacks with an ongoing sale, be ready to jump on it! Likewise, if a stacking coupon makes you yawn, you can probably afford to wait for a better deal.

Getting your student back to school in style is easy if you know what to look out for and when to shop. Who knows? If you follow the tips above, you might have enough money left over for?boring?things like books, notebook paper, pens, and pencils. Of course, you should still shop wisely for those things too. Check out our?back-to-school sales?page and never miss a deal on anything student-related!

Skipping breakfast may increase heart attack risk

ATLANTA (AP) ? Another reason to eat breakfast: Skipping it may increase your chances of a heart attack.

A study of older men found those who regularly skipped breakfast had a 27 percent higher risk of a heart attack than those who ate a morning meal. There's no reason why the results wouldn't apply to other people, too, the Harvard researchers said.

Other studies have suggested a link between breakfast and obesity, high blood pressure, diabetes and other health problems seen as precursors to heart problems.

"But no studies looked at long-term risk of heart attack," said Eric Rimm, one of the study authors at the Harvard School of Public Health.

Why would skipping breakfast be a heart attack risk?

Experts aren't certain, but here's what they think: People who don't eat breakfast are more likely to be hungrier later in the day and eat larger meals. Those meals mean the body must process a larger amount of calories in a shorter amount of time. That can spike sugar levels in the blood and perhaps lead to clogged arteries.

But is a stack of syrupy pancakes, greasy eggs and lots of bacon really better than eating nothing?

The researchers did not ask what the study participants ate for breakfast, and were not prepared to pass judgment on whether a fatty, sugary breakfast is better than no breakfast at all.

Other experts agreed that it's hard to say.

"We don't know whether it's the timing or content of breakfast that's important. It's probably both," said Andrew Odegaard, a University of Minnesota researcher who has studied a link between skipping breakfast and health problems like obesity and high blood pressure.

"Generally, people who eat breakfast tend to eat a healthier diet," he added.

The new research was released Monday by the journal Circulation. It was an observational study, so it's not designed to prove a cause and effect. But when done well, such studies can reveal important health risks.

The researchers surveyed nearly 27,000 men about their eating habits in 1992. About 13 percent of them said they regularly skipped breakfast. They all were educated health professionals ? like dentists and veterinarians ? and were at least 45.

Over the next 16 years, 1,527 suffered fatal or non-fatal heart attacks, including 171 who had said they regularly skipped breakfast.

In other words, over 7 percent of the men who skipped breakfast had heart attacks, compared to nearly 6 percent of those who ate breakfast.

The researchers calculated the increased risk at 27 percent, taking into account other factors like smoking, drinking, diet and health problems like high blood pressure and obesity.

As many as 18 percent of U.S. adults regularly skip breakfast, according to federal estimates. So the study could be important news for many, Rimm said.

"It's a really simple message," he said. "Breakfast is an important meal."

Bailed-out euro nations see debt rise

Total eurozone debt as a proportion of annual gross domestic product (GDP) stood at a record ?8.75 trillion (?7.5 trillion) in the three months to the end of March, or 92.2pc of GDP, up from ?8.6 trillion in the previous quarter and ?8.34 trillion the year before.

Bailed-out nations Greece, Portugal and Ireland saw some of the biggest rises, even after implementing austerity measures imposed by Brussels in an attempt to balance the books.

Greece's debt rose to 160.5pc of GDP from 156.9pc in the first quarter compared with the final three months of 2012, while Portugal's debt burden rose to 127.2pc from 123.8pc. Germany and Estonia were the only countries to reduce their public debt.

Meanwhile, Portuguese prime minister Pedro Passos Coelho ruled out a snap election and confirmed he would make junior coalition party leader Paulo Portas his deputy, sending the country's benchmark borrowing costs down 0.5 percentage points, to 6.31pc.

Some facts and figures about Belgium's monarchy

(AP Photo/Ezequiel Scagnetti)

(AP) ? Here is a brief look at the state of Belgium's monarchy as King Albert abdicates, making his son Prince Phillipe the country's seventh king.

NO RULING QUEENS?

Not yet. For years, only men were entitled to the top royal job, until 1991 when laws were changed to allow princesses to take the throne. That means that Philippe's eldest daughter, Princess Elisabeth, becomes first in line to the throne after he becomes king.

WHO IS PRINCE PHILIPPE?

He is the eldest of Albert's three children ? two sons and a daughter ? and husband of Princess Mathilde, with whom he has two sons and two daughters. For a man seen as lacking charisma and political savvy, he has an impressive resume. He is a trained fighter pilot, went to Oxford University and Stanford grad school, and has led dozens of trade missions boosting Belgian business around the world.

NICE WORK IF YOU CAN GE IT?

Being king might sound like a dream job, but in Belgium the monarch has to serve as a unifying figurehead of a nation increasingly divided between Dutch-speaking Flanders and French-speaking Wallonia. The rift is so deep that it took more than 500 days to build a new ruling coalition after the last general election.

WHAT'S THEIR PROBLEM?

Well, it's mainly about money: The Dutch-speaking Flemings argue that their prosperous region has for decades been economically propping up the more impoverished French-speaking Wallonia.

DIDN'T ANOTHER EUROPEAN ROYAL JUST QUIT?

Indeed. In neighboring the Netherlands, Queen (now Princess) Beatrix abdicated in May and her son Prince (now King) Willem-Alexander took the throne at a lavish ceremony attended by princes and princesses from around the world.

SO IS BELGIUM HOSTING A BIG PARTY, TOO?

Yes and no. Sunday is a national holiday in Belgium, so it's always a party and with the changing of the royal guard it's going to be even bigger than usual. But the guest list is low key, with no foreign royals attending the festivities. Also missing the party are Flemish nationalist lawmakers of the Flemish Interest party who are boycotting the new king's swearing-in ceremony to highlight their republican sympathies and desire for an independent Dutch-speaking Flanders.

WHAT BECOMES OF THE ROYAL TITLES?

Once a king, always a king, applies to Albert. And once a queen, always a queen, applies to his wife, Paola. In a nation so ambivalent about royalty, Belgium will have two kings and three queens on Monday. The ruling couple of Philippe and Mathilde to start with, followed by the retired couple of Albert and Paola. Plus Queen Fabiola, the widow of Baudouin, Albert's predecessor.

ANY ROYAL SKELETONS IN THE CLOSET?

After Albert succeeded his brother Baudouin, he became embroiled in a major royal scandal when he acknowledged he'd had a daughter out of wedlock, throwing his marriage with Queen Paola into a major crisis. The issue came to the fore again this spring when the daughter, Delphine Boel, opened court proceedings to prove Albert is her father.

Summer Camp at Home week 7: Adventuring | Tropic Home

Summer Camp at Home week 7: AdventuringSummer Camp at Home week 7: Adventuring! Ideas for a week of at-home camp.

Summer Camp at Home week 7: Adventuring! Ideas for a week of at-home camp.

Can you believe summer is about halfway over? It is for us, at least. Summer Camp at Home has been fun and has kept us on track ? at least partially sometimes, I admit ? with a routine and structure to our days. On one hand, I don?t want our lazy summer days to end. We?ve had a couple of trips, plenty of goof-off days and one day when we didn?t even change out of our pajamas. On the other hand, though, my boys appear to have gotten more brotherly togetherness than they wanted this summer and are getting on each other?s nerves! Luckily, my 6-year-old started day camp with his occupational therapist, so my guys do spend a few hours a day being apart.

For week 7 of summer, we plan to focus on adventure for our theme. Any kind of adventure is fine ? whatever the kids can dream up.

Field Trips

Gather some friends and use this scavenger hunt sheet to have some adventuring fun!

Gather some friends and use this scavenger hunt sheet to have some adventuring fun!

This week, I would love to have a scavenger hunt with friends. There are lots of different ways to do a scavenger hunt, and you can find several on Pinterest. If you?d like to try mine, you can download this Kids? Scavenger Hunt PDF here. It?s perfect for playing in a park. The ?surprise items? are going to be little trinkets or small toys that I can toss in the grass, egg-hunt style. Each kid will get a bag for their finds (except for the living items, of course).

I also want to take my boys geocaching. If your family hasn?t tried geocaching yet, check it out! Take a couple hours to search for caches hidden near your home. Use the geocaching.com site and input your zip code to find nearby caches. Use the clues and/or the GPS coordinates (many phones now have GPS) to find the hidden treasure. Some caches are microcaches just big enough for a little slip of paper where you can write your name and the date you found the cache (bring your own pen), while others are large enough to hold trinkets that you can exchange (bring something small to swap out). Some are called virtual caches, which don?t have an actual item to find or open, but you have to prove somehow that you found the right spot. When you find a geocache, be sure to put the geocache back in its place for the next adventurer. Geocaching is fun, gets you outside and is sure to put your thinking skills to the test!

Language Skills

Our reading slowed down a bit last week. We have had two weekends away from home, and it was the first week of my 6-year-old?s summer camp with his occupational therapist. Now that we are in the routine of going to and from camp, I want to get back into the swing of reading with my sons and having them read to me. (Well, my four-year-old is just starting to sound out short words.)

Asking questions about basic facts or the idea of the story after reading it helps with reading comprehension. Even with younger children, you can repeat something that happened after you close the book. That helps cement an idea in kids? minds.

Geography

Adventurous spots are all over the world ? and kids can learn where they are. I will ask my kids which adventurous places they have heard about that they might like to visit, and we will look them up on a map.

Older children might want to research and do a short report on an adventurous location (for example, rainforest ecotours in Costa Rica or wildlife photography safaris in South Africa). Or, advanced students might want to use travel sites to figure out how they would get to a certain location, how much it would cost and what they should pack.

Play and Learn

It?s fun and educational for kids to pretend. Set up scenarios this week where they get to be sailors on the high seas, archeologists searching for artifacts, explorers who have come upon an undiscovered island or anything else kids dream up. Dressing up is fun, but pith helmets are optional!

Crafting and Art

Whatever your child?s favorite adventure topic is, there are probably lots of crafts for it. We might make a paper bag ?safari album? or this paper sailing ship. There are so many ideas on Pinterest and One Pretty Thing.

I should mention I?m flexible on projects and anything the boys want to do, even if it doesn?t fit the week?s theme. Last week, we dove into our craft stash. My 6-year-old found a wooden model kit and put it together by himself, fascinated for hours. I was amazed! When inspiration strikes, I?m definitely not going to say, ?Sorry, kid, that was two weeks ago!?

Pinned It

Halfway through summer, and the ideas keep on coming! Check out this 20 Must-Do Favorite Activities for Summer pin, from this post.

Make it a great week!

WASHINGTON (AP) ? Helen Thomas, the irrepressible White House correspondent who used her seat in the front row of history to grill 10 presidents and was not shy about sharing her opinions, died Saturday. She was 92.

Thomas, who died at her apartment in Washington, had been ill for a long time, and in and out of the hospital before coming home Thursday, according to a friend, Muriel Dobbin.

Thomas made her name as a bulldog for United Press International in the great wire-service rivalries of old, and as a pioneer for women in journalism.

She was persistent to the point of badgering. One White House press secretary described her questioning as "torture" ? and he was one of her fans.

Her refusal to conceal her strong opinions, even when posing questions to a president, and her public hostility toward Israel, caused discomfort among colleagues.

In 2010, that tendency finally ended a career which had started in 1943 and made her one of the best known journalists in Washington. On a videotape circulated on the Internet, she said Israelis should "get out of Palestine" and "go home" to Germany, Poland or the United States. The remark brought down widespread condemnation and she ended her career.

In January 2011, she became a columnist for a free weekly paper in a Washington suburb, months after the controversy forced her from her previous post.

"What made Helen the 'dean of the White House Press Corps' was not just the length of her tenure, but her fierce belief that our democracy works best when we ask tough questions and hold our leaders to account," President Barack Obama, the last president she covered, said in a statement Saturday.

In her long career, she was indelibly associated with the ritual ending White House news conferences. She was often the one to deliver the closing line: "Thank you, Mister President" ? four polite words that belied a fierce competitive streak.

Her disdain for White House secrecy and dodging spanned five decades, back to President John Kennedy. Her freedom to voice her peppery opinions as a speaker and a Hearst columnist came late in her career.

The Bush administration marginalized her, clearly peeved with a journalist who had challenged President George W. Bush to his face on the Iraq war and declared him the worst president in history.

After she quit UPI in 2000 ? by then an outsized figure in a shrunken organization ? her influence waned.

Thomas was accustomed to getting under the skin of presidents, if not to the cold shoulder.

"If you want to be loved," she said years earlier, "go into something else."

There was a lighter mood in August 2009, on her 89th birthday, when Obama popped into in the White House briefing room unannounced. He led the roomful of reporters in singing "Happy Birthday to You" and gave her cupcakes. As it happened, it was the president's birthday too, his 48th.

Thomas was at the forefront of women's achievements in journalism. She was one of the first female reporters to break out of the White House "women's beat" ? the soft stories about presidents' kids, wives, their teas and their hairdos ? and cover the hard news on an equal footing with men.

She became the first female White House bureau chief for a wire service when UPI named her to the position in 1974. She was also the first female officer at the National Press Club, where women had once been barred as members and she had to fight for admission into the 1959 luncheon speech where Soviet Premier Nikita Khrushchev warned: "We will bury you."

The belligerent Khrushchev was an unlikely ally in one sense. He had refused to speak at any Washington venue that excluded women, she said.

She also pushed open the doors for women at the White House Correspondents' Association dinner. At her urging, Kennedy refused to attend the 1962 dinner unless it was open to women for the first time. The tactic worked. More than a decade later, Thomas was the first woman to serve as the association's president.

"Women and men who've followed in the press corps all owe a debt of gratitude for the work Helen did and the doors she opened," Steven Thomma, the association's current president said in a statement Saturday. "All of our journalism is the better for it."

Thomas fought, too, for a more open presidency, resisting all moves by a succession of administrations to restrict press access.

"People will never know how hard it is to get information," Thomas told an interviewer, "especially if it's locked up behind official doors where, if politicians had their way, they'd stamp TOP SECRET on the color of the walls."

Born in Winchester, Ky., to Lebanese immigrants, Thomas was the seventh of nine children. It was in high school, after working on the student newspaper, that she decided she wanted to become a reporter.

After graduating from Detroit's Wayne University (now Wayne State University), Thomas headed straight for the nation's capital. She landed a $17.50-a-week position as a copy girl, with duties that included fetching coffee and doughnuts for editors at the Washington Daily News.

United Press ? later United Press International ? soon hired her to write local news stories for the radio wire. Her assignments were relegated at first to women's news, society items and celebrity profiles.

Her big break came after the 1960 election that sent Kennedy to the White House, and landed Thomas her first assignment related to the presidency. She was sent to Palm Beach, Fla., to cover the vacation of the president-elect and his family.

JFK's successor, Lyndon Johnson, complained that he learned of his daughter Luci's engagement from Thomas's story.

Bigger and better assignments would follow for Thomas, among them President Richard M. Nixon's breakthrough trip to China in 1972.

When the Watergate scandal began consuming Nixon's presidency, Martha Mitchell, the notoriously unguarded wife of the attorney general, would call Thomas late at night to unload her frustrations at what she saw as the betrayal of her husband John by the president's men.

It was also during the Nixon administration that the woman who scooped so many others was herself scooped ? by the first lady. Pat Nixon was the one who announced to the Washington press corps that Thomas was engaged to Douglas Cornell, chief White House correspondent for UPI's archrival, AP.

They were married in 1971. Cornell died 11 years later.

Thomas stayed with UPI for 57 years, until 2000, when the company was purchased by News World Communications, which was founded by the Rev. Sun Myung Moon, leader of the Unification Church.

At age 79, Thomas was soon hired as a Washington-based columnist for newspaper publisher Hearst Corp.

A self-described liberal, Thomas made no secret of her ill feelings for the penultimate president she covered ? the second President Bush. "He is the worst president in all of American history," she told the Daily Breeze of Torrance, Calif.

Thomas also was critical of the U.S.-led invasion of Iraq, asserting that the deaths of innocent people should hang heavily on Bush's conscience.

"We are involved in a war that is becoming more dubious every day," she said in a speech to thousands of students at Brigham Young University in September 2003. "I thought it was wrong to invade a country without any provocation."

Some students walked out of the lecture. She won over others with humorous stories from her "ringside seat" to history.

In March 2005, she confronted Bush with the proposition that "your decision to invade Iraq has caused the deaths of thousands of Americans and Iraqis" and every justification for the attack proved false.

"Why did you really want to go to war?" she demanded.

When Bush began explaining his rationale, she interjected: "They didn't do anything to you, or to our country."

"Excuse me for a second," Bush replied. "They did. The Taliban provided safe haven for al-Qaida. That's where al-Qaida trained."

"I'm talking about Iraq," she said.

Her strong opinions finally ended her career.

After a visit to the White House, David Nesenoff, a rabbi and independent filmmaker, asked Thomas on May 27, 2010, whether she had any comments on Israel. "Tell them to get the hell out of Palestine," she replied. "Remember, these people are occupied and it's their land. It's not Germany, it's not Poland," she continued. Asked where they should go, she answered, "They should go home." When asked where's home, Thomas replied: "Poland, Germany and America and everywhere else."

The resulting controversy brought widespread rejection of her remarks. White House spokesman Robert Gibbs called them "offensive and reprehensible." Many Jews were offended by her suggestion that Israelis should "go home" to Germany, Poland and America because Israel was initially settled in 1948 by Jews who had survived or escaped Hitler's attempt to kill all the Jews in Germany and in neighboring conquered countries.

Within days, she retired from her job at Hearst.

Not long after, Nicholas F. Benton, the owner and editor of the Falls Church News-Press, approached her about writing again. Benton, who had published Thomas' column for years when she was syndicated, said Thomas was initially dubious about continuing to write for the free weekly paper, which at the time had a circulation around 25,000.

"She said, 'You don't want me. I'm poison," he said in a telephone interview Saturday.

He responded that he could handle any criticism, and her column started running in January 2011. She continued to write about national issues, from Social Security to the State of the Union address and the low capital gains tax, which she blamed for creating "a bigger divide between the haves and the have-nots, leaving not much of a middle class in America."

Benton said some of his advertisers got threatening calls, but he said he received more positive letters than negative ones by "quite a wide margin." And Benton said she continued to be "sharp as a tack," sometimes asking if she could get her column in after deadline because she wanted to monitor some late-breaking development. She wrote for the paper for a year, until her health prevented her from continuing.

"She was just the kind of person who really did want to fight to the finish," he said of her return to writing.

Cuba's '1-percenters': They aren't bankers

Cuban artist Dionel Delgado, pictured here, is one of Cuba's well-paid painters.

In most parts of the world, artists struggle to make a living. In Cuba, they're part of the wealthiest 1 percent of the population.

Two quirks of fate have led to an explosion of well-paid artists on the island: an exception to the U.S. embargo on Cuban goods that allows Americans to spend money on Cuban art, and an accident of Cuban history that lets artists keep the money they earn.

Dionel Delgado, 29, is emblematic of financially successful Cuban artists. His new gallery is in an apartment he just bought in a prime ground-floor location in old Havana that gets lots of tourist foot traffic.

As he painted a large, lush landscape of the Cuban countryside, he told CNBC, "A big part about my work is about the landscape. The love of my country, my space, my dream space."

Don't try to buy the work however?it's already sold to a Mexican gallery for $10,000. He said that, on average, he sells a painting every two months.

Thousands of Americans travel legally to Cuba every year under what the Treasury calls "people to people" licenses. Remember Jay-Z and Beyonc?'s trip? On such junkets, American tourists are prohibited from buying any kind of souvenir?except books, music and art.

As a result, as one moves through old Havana, some of the most prevalent items for sale aren't T-shirts, hats or magnets, but paintings. The government put up a new building a few years ago expressly for art vendors.

Vendors there don't have to be as successful as Delgado to make a good living. Most of the paintings for sale to tourists are $100 or less. Selling just one a month, a painter makes more than double the average Cuban, who earns only $19 a month in a government job.

Artists have held a special place in the Cuban economy since the early 1990s?an extremely difficult period in which the Soviet Union cut off the billions of dollars in subsidies it had supplied to Fidel Castro's government. Even food was hard to come by. During that time, the government carved out a special exemption for musicians and artists, allowing them to travel freely in and out of the country and, more importantly, to be self-employed as artists and to keep the money they made.

The exemptions made them rich compared with other members of Cuban society, as well as more cosmopolitan.

Abel Barroso Arencibia, 46, who specializes in wood carvings, agrees that artists are lucky to hold a special place in the Cuban economy.

Barroso is in the middle of a major renovation on his apartment. Two museums in New York?the Whitney Museum of American Art and Museum of Modern Art?hold his pieces in their collections. He has traveled all over the world, from the U.S. to Japan, and was able to do so long before other Cubans, who received that right only at the beginning of this year.

Also remarkable is that the Cuban government seems willing to tolerate art that could be interpreted as critical of it. Barroso, for example, is working on a woodcut of a tablet computer. It obviously doesn't work, but the "apps" on the wooden machine are all related to emigrating from Cuba.

Barroso makes many woodcuts of communication devices. He calls the work an "ironic" commentary on technology. When asked if it's a criticism of the government?given that most Cubans don't have a cellphone or access to the Internet?he responds, "How it's interpreted is up to the viewer."

Besides landscapes, Delgado has created a series of large-format paintings that depict fake magazine covers. He said he was inspired by Norman Rockwell, famous for painting real magazine covers that portray an idyllic American life.

One of Delgado's magazine cover paintings shows people preparing to jump over the malecon?the famous seawall in Havana?in inner tubes. It's a scene repeated by thousands of Cubans who, desperate to leave, took to the open ocean.

When asked if the painting is intended as a criticism of the government, Delgado said no, adding that "it talks about the troubles of Cuba."

"It's normal for all the Cubans to have this constant on our minds," he said. For a Cuban, the sea means "one way to take his dreams out there, the American dream," he added. "It's a reflection of ... how many people take this option, you know? For finding a way, you know?"
